Can dogs really choke on their food?

My mom has a tiny Pomeranian chiwawa dog, and she seems to think that she needs the heimlich maneuver every time she chokes on her food, she seems to choke all the time when eating, but I remember reading somewhere that dogs don't choke on their food like humans do. Is this true?
