He didn't show up for child support meeting.?

My deadbeat estanged (soon to be divorced from) husband was told of the child support meeting several times, and sent notices by the Attorney General. They called him to see if he would be there and at first he said "I forgot, oh wait I didnt know". They said he sounded out of it or asleep. His absence at the meeting made me look good and they said we go straight to court for this. Because of him not working my son had to be on Medicaid and that my ex will have to go back and pay the state all the money, and it will be treated as insurance. They said there is a possibility he will be incarcerated. Is this all true?
