Can i sue the city i live in?

ever time i call the city police for Noise disturbances the city police don't do anything about it just tell them to Quiet down and i am afraid to tell them who i am due to possible retaliation so am afraid to make a actually report and when i call the sheriff or State they always tell me to call the city police when i tell them that they never do anything either do they i am really going crazy so i was just wondering if there i someone i can sue for like infringement of peace or something
