Do neurons connect to each other because they have connections with other neurons?

we have three type of neurons named: A=afferent neuron(sensory neuron),B=efferent neuron(motor neuron) and c=intermediate neuron. under unconditional reflex action(involuntary action),A will receive the impulse and send it through C neuron to spinal cord and and from there to B neuron. from B neuron to the effector. while under voluntary action: A will receive the impulse and send it through C to brain and from brain to the effector through B neuron. therefore, all A=C; and all A=B but not all B=C.
