Do you think it's justice when cops incite people to commit crimes then bust them?

It seems like all you see on tv is some U.S cop(s) setting up dope deals or wanting to hook up with prostitutes then busting them, My opinion is that it's a cop out. Why should'nt they be busted as an accessory before the fact?
